We assume:<\/p>\n<ul>\n<li>You are eligible to be a Principal Investigator (PI) (determined by your school\/college)<\/li>\n<li>Your proposal is for specific research, instruction or other sponsored activities, or it is a pre-proposal that requires institutional sign off<\/li>\n<li>You\u2019ve identified the sponsor and have worked out an intellectual plan for the proposal narrative<\/li>\n<li>You have confirmed you and the UW are eligible to apply for the funding, and can meet all of the requirements<\/li>\n<\/ul>\n<p>The proposal process is administered by the Office of Sponsored Programs (OSP) using the eGC1 to review proposals for adherence to sponsor and UW requirement. This enables OSP to certify to the sponsor that UW will be accountable for appropriate use of funds and performance of the proposed activities if the proposal is funded.<\/p>\n<p>In some departments, administrative staff will help with many of the steps outlined below. Even if you have strong staff support, as a PI you are responsible for everything submitted. \u00a0Also, there are some steps that you must do personally, which will be highlighted in this document. Get <a href=\"https:\/\/www.research.gov\/research-web\/\" target=\"_blank\" rel=\"noopener\">Research.gov<\/a> account<\/li>\n<li>Applying to NIH? thoroughly<\/li>\n<li>Identify and understand all required <a Other Transaction Agreements (OTAs) early, these take longer for OSP to review\n<ul>\n<li><a with budget preparation, you need to specify and justify the people\/resources required to do the proposed work.\u00a0 Be sure to check if there are activities\/expenses that are not routing an eGC1 for review and approval (which can be <strong>as many as 10 business days prior to OSP review<\/strong>)<\/li>\n<\/ul>\n<\/li>\n<li>Institutional (OSP)\n<ul>\n<li><strong>7 working days<\/strong> before external deadline for final <a href=\"https:\/\/www.washington.edu\/research\/glossary\/administrative-elements\/\">administrative elements<\/a> and draft of the \u201cscope of work\u201d due to OSP\u00a0 for review<\/li>\n<li><strong>3 working days<\/strong> before external deadline for a ready to submit eGC1 with all final proposal elements and supporting documentation due <a href=\"https:\/\/www.washington.edu\/research\/policies\/gim-19-internal-deadlines-for-proposals-to-external-entities\/#exceptions-and-waivers\" target=\"_blank\" rel=\"noopener\">rare exceptions made to the GIM 19 deadlines<\/a>. Exceptions require solid justification and support from your Director, Chair or Dean. Because there is less time for OSP review of proposals approved for a GIM 19 waiver, the PI requesting a waiver exception accepts the risk of sponsor proposal rejection or the inability of the UW to accept a resulting award.\u00a0 The Director, Chair or Dean submits the <a href=\"https:\/\/www.washington.edu\/research\/policies\/gim-19-internal-deadlines-for-proposals-to-external-entities\/#gim-19-waiver-request\" target=\"_blank\" rel=\"noopener\">GIM 19 Waiver request to OSP.<\/a> OSP&#8217;s director will then approve or deny the waiver request.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"accordion non-bold\" id=\"accessible-accordion\">\n<div all of the information reviewers need to approve your proposal for submission to the sponsor.<\/p>\n<h4>Basic information needed to begin the eGC1<\/h4>\n<ul>\n<li><a href=\"http:\/\/www.washington.edu\/research\/tools\/sage\/guide\/egc1-forms\/egc1-details-page\/application-details\/\" target=\"_blank\" rel=\"noopener\">eGC1 Details<\/a> include project title, <a href=\"https:\/\/www.washington.edu\/research\/faq\/what-project-type-to-select-on-an-egc1-why-is-it-important\/\" target=\"_blank\" rel=\"noopener\">project type<\/a>, start and end dates, sponsor deadline, date needed from OSP<\/li>\n<li><a href=\"http:\/\/www.washington.edu\/research\/tools\/sage\/guide\/egc1-forms\/egc1-pi-personnel-organizations-page\/\" target=\"_blank\" rel=\"noopener\">PI, Personnel, Organizations<\/a> include all participating PIs, other research personnel, and collaborating units that need to review the eGC1<\/li>\n<li><a href=\"http:\/\/www.washington.edu\/research\/tools\/sage\/guide\/egc1-forms\/egc1-contacts-and-assign-access-page\/\" target=\"_blank\" rel=\"noopener\">Contacts and Assign Access<\/a> include contact information for eGC1 preparer, reviewers, administrative and budget contacts<\/li>\n<li><a href=\"http:\/\/www.washington.edu\/research\/tools\/sage\/guide\/egc1-forms\/abstract-and-rfarfp\/\" href=\"https:\/\/www.washington.edu\/research\/osp\/\" target=\"_blank\" rel=\"noopener\">OSP<\/a> is the only office with delegated authority to accept sponsored awards on behalf of the University (see <a href=\"https:\/\/policy.uw.edu\/directory\/po\/executive-orders\/eo-34-grant-and-contract-support-of-university-activities\/\" target=\"_blank\" rel=\"noopener\">UW Executive Order 34<\/a>). If an award is made, OSP handles any negotiations with the sponsor and accepts the award on behalf of the university. After OSP accepts and approves an award in SAGE, <a href=\"https:\/\/finance.uw.edu\/gca\/gca-home\" target=\"_blank\" rel=\"noopener\">Grant &amp; Contract Accounting (GCA)<\/a> sets up the award in the UW financial system.
